The odds got published because players forced them — and the fine everyone cites was for a different game

Mabinogi’s paid-item probabilities became public in March 2021, on the Korean PC service, because players organised — not because a regulator made anyone do it. The widely repeated claim that “the Korean regulator fined Nexon over Mabinogi” is false: the Korea Fair Trade Commission’s 2024 ruling names MapleStory and Bubble Fighter, and Mabinogi is not on it. Mabinogi’s odds came out three years earlier, under player pressure. There is no Western mobile service and no announced date for one; what follows is the operator’s record on the services that have gone first.
January 2021: trucks outside the building
By late January 2021, Korean PC Mabinogi players had been accumulating grievances for sixteen years of service. Bugs left unfixed for years. Rollbacks. Operations that did not answer. And above all, the probabilities on the paid Reforge tools, which had never been published and which Nexon had maintained it was not possible to disclose.
So players crowdfunded a truck and parked it outside Nexon. Then a second truck. Then buses.
This is the part of the story with no picture, and we want to be straight about why. There is no official Nexon image of the 2021 truck protest. Press photographs of it exist, but they are not ours to republish and they contain identifiable people. Rather than drop in an unrelated screenshot and let the layout imply otherwise, the space where that photo would go is this paragraph.
On 2021-02-19, Nexon announced an offline user meeting.
March 13: a meeting with no scheduled end
The meeting was held on 2021-03-13 at 14:00, at Nexon Korea’s headquarters in Seongnam. Four company representatives. Five player-elected representatives. And — the detail that tells you how the day was meant to go — no scheduled end time.
The agenda was not written by the company. It was built from roughly 300 improvement proposals written by players.
March 25: the table
Twelve days later, on 2021-03-25, Nexon published the probabilities for eight paid Reforge tools, broken out by rank, item type and race.
Two things came with the table that are easy to skip past and shouldn’t be.
First, Nexon stated that it had verified its own logs from 2020-04-19 to 2021-03-25 to establish that the published rates were reliable. That is a company checking whether its live systems actually matched the numbers before printing them — nearly a year of data, offered as evidence rather than assertion.
Second, it committed to a real-time probability monitoring system. Not a one-off disclosure. An ongoing one.
Sixteen years of impossibility, then six weeks of trucks, then a published table with a year of log verification behind it.
The correction: that fine was not about Mabinogi
Here is the claim that circulates in English discussion and needs to stop.
On 2024-01-03, the Korea Fair Trade Commission issued a corrective order and a fine of 11.642 billion won against Nexon. The government’s own policy briefing on the case names MapleStory and Bubble Fighter. Mabinogi is not on it.
The conduct at issue concerns MapleStory’s Cube item, introduced in 2010. From 2011 certain favoured duplicate options were made impossible to obtain. In 2013 the Black Cube’s top-tier upgrade rate was cut from 1.8% to 1% without notice — and some notices in that period affirmatively stated that nothing had changed. The separate 21.9 billion won in compensation to roughly 800,000 users belongs to that same matter, not to Mabinogi.
The case is not finished. Nexon’s cancellation suit was still before the Seoul High Court in 2026 with judgment repeatedly deferred; the company’s argument is that probability disclosure only became a legal obligation in March 2024, while the conduct dates from the 2010s.
Now put the two dates side by side, because this is the real point:

Mabinogi’s odds came out three years before the regulator reached a different Nexon title, and the mechanism was players, not law. That is a better story than the false one, and it is also more useful, because it tells you which lever actually worked.
The line is still running
The same lever has been pulled twice more since, on the Korean mobile service (launched 2025-03-27).
2025-04-24. Players filed a Fair Trade Commission complaint about misleading item descriptions. The documented examples are small and specific, which is what makes them convincing: an item described as dyeable that, after purchase, accepted only one designated dye; a pet skill disc whose tooltip implied swapping a single skill but which taught every previously known skill; a pet critical-hit-increase line where self meant the pet, not the character. Nexon’s response was that it continuously improves insufficient or ambiguous descriptions. It settled with substitute compensation rather than refunds.
2025-07-03. The 100-day anniversary developer-note banner showed a cat — devCAT, the studio — alongside a rat, a dog and a pig. Korean has a derogatory phrase pairing dog and pig for a public being manipulated, and players read the artwork as being about them. Nexon said the art reused pet models that were already planned, removed every animal element from the banner the same day, and raised the 100-day gift’s premium fashion tickets to 50 as an apology.
Note the response time on that second one. Same day. Sixteen years to publish the Reforge odds; hours to pull a banner. The company that learned in 2021 is visibly a faster company now.
Taiwan’s version of disclosure: publishing the sanctions
The Taiwan mobile service (launched 2026-07-22) has a different transparency artefact, and it is worth reading as part of the same trend.
On 2026-08-24, Nexon Taiwan published a sanction list covering 2026-07-22 to 08-23, citing three operating-policy clauses: [4-2] disrupting in-game order, [4-3] abusing any process related to the company and the app stores, and [4-4] abnormal use of the game. Four tiers of penalty — 3-day, 7-day, 30-day and permanent. The counts printed included 407 three-day and 83 seven-day restrictions, alongside 30-day and permanent tiers.
Nexon masked the character names itself, and this site will not reproduce any of them in any language. The interesting content is the policy, not the people.
And the interesting clause is [4-3]. It does not describe in-game behaviour at all — it covers abuse of billing and store processes: refunds, top-ups, platform mechanics. A publisher that itemises a store-process clause in a public sanction list is telling you that a measurable share of its enforcement happens outside the game entirely.
Why any of this matters to a reader on NA PC
There is no Western mobile Mabinogi and no announced date for one. But North American PC players are on the service where the 2018 Alexina item removal happened, and they buy from the same publisher under the same corporate policy trajectory. So, as inference rather than news:
Published odds arrived because a small, organised group made the absence of them expensive. Not because of a law, and not spontaneously. The Reforge disclosure predates the regulatory action by three years and concerns a different game entirely.
Disclosure, once given, tends to stay and to widen. The 2021 commitment was to real-time monitoring, not to a single table. Taiwan’s launch shipped with the mature, post-revision ruleset already in place — pity structures included — rather than the one Korea launched with in 2025.
Repeat the correct version. If somebody tells you the regulator fined Nexon over Mabinogi, they have merged two real stories into one false one. The Fair Trade Commission’s 2024 ruling is about MapleStory and Bubble Fighter. Mabinogi’s odds are public because players parked trucks outside a building and then sat in a room with no clock on the wall.
